A mass-casualty incident (MCI) creates a uniquely challenging management and coordination quagmire. These events can occur as a result of natural disasters, such as a tsunami, earthquake, or hurricane; they can be a result of an accident, such as a ferry sinking during inclement weather; or they can result from an act of violence, such as a terrorist attack like the 1995 Oklahoma City bombing or the attacks of September 11, 2001. In any case, these attacks present a unique challenge to law enforcement, emergency response teams, and government oversight. 

As you explore the different methods used to deal with MCIs, as well as the different governmental agencies that may be involved, consider the following:

Primary Task Response: Within the Discussion Board area, write 400 words that respond to the following questions with your thoughts, ideas, and comments. This will be the foundation for future discussions by your classmates. Be substantive and clear, and use examples to reinforce your ideas:

  • What federal and state agencies are required to deal with an MCI resulting from a terrorist attack? Why?

To complete this  assignment you must write a two-to-three page report discuss the case  below:Several months ago, WXYZ Co. CEO met with ABCD’s CEO for lunch to  discuss potential business ventures between both companies. After  several glasses of wine WXYZ’s CEO offered to buy from ABCD a 20 acre  parcel of waterfront land located in the Florida Keys. WXYZ’s purchase  offer was for $50 million but ABCD’s reply was that it would sell the  land only at $70 million. Since WXYZ had so much interest in this piece  of land, its CEO told ABCD that he would have to meet with the rest of  its board to make a decision but that he would pay ABCD $10,000 to keep  the option to buy the land open for 30 days. ABCD’s CEO, agreed and  wrote in a piece of paper that in exchange for $10,000 ABCD was giving  WXYZ the option to buy the land in question within 30 days at a $70  million price. WXYZ then gave ABCD’s CEO a $10,000 check which they  promptly cashed. On day 20th, WXYZ met and it unanimously agreed to buy  the land from ABCD at $70 million. That same day, its CEO sent ABCD’s  CEO a fax confirming that they were accepting ABCD’s offer to buy the  land. Upon receiving the fax, ABCD’s CEO called WXYZ to inform them that  the offer was off the table and that the price for the land was now $90  million which WXYZ refused to pay. Two days later billionaire Richie  Moneymaker offered to buy the land from ABCD for $100 million. WXYZ is  now demanding that ABCD honor its word and sell them the land for the  original offered price.

Victimization Theory

Rational Choice Theory

According to this theory, crime is a matter of personal choice and the criminal makes a rational decision to commit the crime.

This view is that If a person is motivated, considers the choices, and they believe crime will benefit them without risk. (Siegel & Worrall, 2013, p. 45)

This view is that for the criminal, the profit outweighs the punishment.

One sub-category is the “Deterrence Theory” which aligns itself by indicating crime would not be a “rational choice” therefore not chosen if there was a strong enough fear of punishment, acting to deter the criminal activity. (Akers, 1990, p.2)

One real life case was that of Ariel Castro. This is the nationally televised case of a man who kidnapped and held three (3) women captive in his Cleveland, Ohio home for over 10 years, during which he physically and sexually assaulted, fathered a child and kept these young women captive until one managed to escape  2013. Castro pleaded guilty to 937 counts including murder, rape, and abduction, to avoid Ohio’s death penalty. He was sentenced to life in prison without parole + 1,000 years by Judge Russo, Cuyahoga County, Cleveland where the crimes were committed. After being in prison only 30 days in Franklin County, Castro hung himself in his prison cell, ending his own life. I believe it relates to rational choice theory, Castro made a calculated choice to kidnap the missing teens and commit these crimes for over a decade, while working and interacting in the community. During the course of arbitration, which occurs over several weeks, the father asks the older brother, who is visiting one evening, to explain a certain entry in the brothers’ association accounts. The younger brother learns of the discussion at the next meeting for arbitration. He says nothing about it, however. The arbitration is concluded in favor of the older brother, who seeks a court order compelling the younger brother to comply with the award. The younger brother seeks to set aside the award, claiming that the arbitration process was tainted by bias because “Dad always liked my older brother best.” The younger brother also seeks to have the award set aside on the basis of improper conduct in that matters subject to arbitration were discussed between the father and older brother without the younger brother’s being present.
