There are a myriad of factors that seem to be hindering the OPM Director and her team in performing the performance measuring system: lack of communication from department heads, pressure from the Mayor, and the noncompliance of the department heads. All of these factors are contributing to the overall stagnation of the new performance measurement and team. I believe, that in order to build support for this new system throughout all departments in the city is to have informal meetings with these departments. As noted in the reading, many of those who are in opposition to the mayor and his new system, is due to citizens and employees being “stuck in their old ways”, department heads ignoring meeting memos, and

simply their unwillingness to follow orders. I think one of the main issues is not only that there is a new Mayor in charge who is changing the way in which the city operates, but also the fact that he has hired an entire new team to lead this new system. Since citizens and current employees’ are unfamiliar with the Director and her team, I think that everyone would benefit from an informal meeting where each person could get to know each other; this would establish a relationship between new and old employee’s and would also create a more positive work oriented atmosphere.

While it will be tough for the director and her team to provide reports on the 100 days in office, due to lack of information, this report could at least include the information that the team has received from the department heads who have actually cooperated. Once that is done, the Mayor and performance measurement team could mention that they are still working on receiving information from the other departments; this would ensure the citizens that work is still being done, because they can’t tell the citizens that departments are refusing to cooperate, that would create another ordeal in the city. Lastly, in regards to the Mayor’s eagerness to include citizens in the new system, the Mayor is simply asking for too much at once. He has already received backlash as the new Mayor of the city, and for this new system he has introduced, one in which people are not accustomed to nor are many willing to adjust to. When the OPM Director meets with the Mayor she needs to show him evidence of the lack of communication and specifically from who. In doing so, maybe he will realize that he is indeed asking for too much too soon. Once the Mayor understands this, and OPM team see a change in cooperation with performance measurements, then they can move on to including the citizens’ opinions, which can be done through surveys and perhaps even town hall meetings for the pubic.

Local government should find a way of holding cooperate companies responsible for repaying the tax incentives, if they can’t create jobs, capital lost in the hope of creating more jobs, budget cuts in the education sector should stop as this affects the quality of teaching in this states. Local governments need to enter binding contracts with companies that they give incentives to, so as to prevent them from to relocating to other states. Local governments should also provide a lot of incentives to the education sector so as to improve the quality of teaching in the states. Politicians who have links to corporations should step down as a conflict of interest they tend to favor the corporations over the states.

The city managers should consider the net worth of companies that ask for incentives, and this limits the number of businesses that don’t live up to the promise of creating jobs. The city managers should consider existing projects before giving huge incentives; this includes the education sector. The states should look at the books of account before giving incentives because the always end up making a lot of losses on taxpayers money

The general public does not know much about the incentives, and they do prefer them as they only see the number of jobs that come in the states, the people also prefer them as they are the beneficiaries in the long run. Yes, the general public needs the education to help them know how much money used to create the jobs in the states.

The federal government should look into the incentives given to the companies by local governments to help in saving taxes that can be used to upgrade living standards of the people. Individual corporations benefit more from incentives, yet there exist other industries that don’t get the incentives, the federal government can look into companies better than state governments this will make the states get the best deals from corporations

Ashford 3: – Week 2 – Assignment

Observation

In Week One of this course, you were asked to find a child to observe. Using the plan that you created in the second discussion forum this week, you will observe the child using the requirements below and summarize your observation. This can be done in one sitting, or it can be done in two since you will be conducting two different observations. Two is preferable for accuracy of assessment.

For the observation, you will need to:

  • Be sure you have the permission of the child’s parent or guardian.
  • Exclude any identifying information for this child (e.g., last name).
  • Follow the guidelines for minimizing bias shared in section 4.1 of the course textbook.
  • Familiarize yourself with sections I-1.6 – I-1.11 of the NAEYC Code of Ethical Conduct regarding assessments.
  • Be sure you have the appropriate materials ready:
    • You will need either a Running Record Form or an Anecdotal Record Form, whichever you choose. For this form, you will choose one developmental domain to observe (e.g., cognitive, physical, motor, or language).
    • You will need either a Time Sampling Form or an Event Sampling Form, whichever you choose. For this form, you will choose one developmental domain to observe (e.g., cognitive, physical, motor, or language).
    • Example: Assessing “Bobby,” I would first observe his motor development using an Anecdotal Record Form. In a different sitting, I would observe his cognitive development using an Event Sampling Form.

For the assignment, you will need to include:

Content Expectations

  • Qualitative Observation (2.25 points): A copy of the completed Running Record Form or Anecdotal Record Form (Remember, this should address one domain).
  • Quantitative Observation (2.25 points): A copy of the completed Time Sampling Form or Event Sampling Form. (This should address a different domain).
  • Observation Summary (2.75 points):A one- page summary of the observation(s). In this summary, include:
    • How you feel the observation went and why.
    • How receptive you feel the child was and why you feel that way. (If using one of the video options, state the reaction of the child upon being videotaped as you see it.)
    • The most challenging aspect of this observation.
    • The most enjoyable aspect of this observation.
    • What you learned from this experience.
    • What you would change next time.
  • Developmentally Appropriate Activities (2.25 points): A one-page discussion providing some developmentally appropriate activities you might implement for this child to foster growth in each of the developmental domains you observed, and why those activities are a good fit for this child. Use at least one scholarly source to support your discussion.
  • Ethical Code of Conduct (1 point): A paragraph explaining how you upheld sections I-1.6 – I-1.11 of the NAEYC Code of Ethical Conduct while conducting your observations. Make sure to provide specific examples to support your explanation.

Discussion: The Media

Choose ONE of the options below for your post:

Option #1) Expose Media Bias: Follow These Steps in Creating Your Post:

  1. Find an example of what you consider biased reporting – this may be an article from a newspaper or magazine, a video from a TV news channel, or an audio clip from a radio news program.  Post a functioning link to the article or clip and provide a full citation.
  2. Explain the nature of the bias and any techniques used to sway the reader/viewer/listener.  In what way is the news source showing preference for or against a certain person, party, policy or idea?  Note any of the following: use of language, tone, word choice, etc.; facts that were omitted, gotten wrong or taken out of context; use of flattering or unflattering images or descriptions; use of music or lighting to manipulate emotion;  any other evidence that the report is one-sided and biased.
  3. Use and cite evidence from solid academic sources to make the case that bias is evident.  You might use articles from Politifact.com or Factcheck.org, other news stories from solid academic sources, primary data sources, etc.

Option #1) Analyze a Campaign Advertisement: Follow These Steps in Creating Your Post:

  1. Find a campaign ad online for or against someone currently running for office – you may find these on candidate web pages, YouTube or other sources.  Post a functioning link to the advertisement (or embed it in your post if possible) and provide a full citation.
  2. Explain any techniques used to sway the viewer/listener.  Note any of the following: use of language, tone, word choice, etc.; facts that were omitted, gotten wrong or taken out of context; use of flattering or unflattering images or descriptions; use of music or lighting or voice to manipulate emotion; any other techniques of persuasion you find.
  3. Use and cite evidence from solid academic sources to assess the truthfulness of the advertisement.  You might use articles from Politifact.com or Factcheck.org, other news stories from solid academic sources, primary data sources, etc. to check any claims made in the ad.

For full credit, respond to another student’s post.  Your response should be more than just opinion – use and cite solid academic sources to deepen and extend the discussion.

Please treat this like a mini research paper and pay attention to spelling, grammar, flow, citation of sources, etc. Since this discussion requires more research and use of solid academic sources, it will be weighted more heavily in the final grade than the first discussion

Subject: REQUEST FOR PARTICIPATING IN A BUSINESS WRITING COURSE AT COLORADO TECHNICAL UNIVERSITY

I would like you to kindly allow me to attend a course on advanced business writing course which will be offered at a subsidized fee at Colorado Technical University. The course is necessary to my business administration writing niche since the usual tuition fee for studying is thrice as much. The recent debugging and contemporary coding skills required are offered in this subsidized module. However, only a few institutions issue the accreditation and for a very limited period of time, after this it will recede to the standard rates that will definitely be exorbitant (Gordon, Desjardins, & Keyes, 2013).

The usual advanced course takes an uninterrupted 7 – 8 weeks, which may seem cumbersome owing to the fact that my duties are usually required on a regular basis. On completion I will be able to handle technical business documentation, a crucial area in business writing that we have been outsourcing from an independent firm since our firm’s inception; this will help cut any related costs. In addition, the idea of me going for training was a managerial decision that was supposed to happen this year. The business writing course will also enable me to be coherent when it comes to performing business writing activities of the firm. Unfortunately, this period coincides with my intended time for official leave days, thus, will further complicate my off duty schedule. The experience will add a lot of value to the firm’s goals and objectives as a business writer. It is a two-week intense training program and since my assistant Paul has sufficient writing knowledge about our routine duties in the business area and, therefore, service delivery will be seamless. Furthermore, in the case of unexpected emergencies I will be thirty minutes’ drive away; worth mentioning, is that I will be available over the weekends to perform the routine support and back-up duties that are required of me (Iqbal, & Anwar, 2013).

I believe the training will eventually help us make a quantum leap in business administration writing in our firm; kindly consider my request in this short timeline.

PART 1

Can We Fix It? (Yes We Can…) Maybe

This exercise is going to have you apply your understanding of the content of Module 4 to contemporary Texas politics. You will relate knowledge you have acquired about Federalism (chapter 2), Local Governments (chapter 3), Political Parties (chapter 4), and the Politics of Interest Groups (chapter 7). Be sure you have looked over the assigned readings before you prepare your response to this free write.

Our fourth writing assignment takes on the important-but-not-sexy topic of infrastructure politics in the Texas. I want you to explore different websites and links in order to prepare your thoughts about this topic. We can use our knowledge of federalism to understand the nature of the controversies and the basis of conflicts in the politics of infrastructure. Let’s start with a primer on infrastructure brought to us by the American Society of Civil Engineers: 2012 Report Card for Texas’s Infrastructure (this is the most recent report – just scroll down the page for an overview).

To understand the politics of infrastructure, we must account for the roles of federal, state, and local governments in the making of policies. In 2012, a think-tank/interest group, the Council on Foreign Relations (CFR), issued a call to action regarding complex federal-state infrastructure issues (Encouraging U.S. Infrastructure Investment). Please review this article for context.

Here in Texas, the legislative focus has been on highways. With one of the nation’s largest highway system, road transportation is vital to the state’s economy. Not stymied by gridlock in Washington, state Department of Transportation (TXDot) officials are getting creative. For a look at current highway issues, please read Highway Funding Showdown is Latest Budget Scramble at TxDOT

_______________________________

The concept of federalism introduces us to the ways in which the levels of government—national, state, and local—operate. This unique structure of government allows all levels to interact with one another to make or to thwart policy. It allows for wide variations in policy reflecting different political cultures in the United States.

Prompts: You will organize your free write response by incorporating the following information (this is required and be sure to make specific references to the sources that influence your position).

1) In general, do you favor the national government or state and local governments in policymaking. Why?

2) Which level of government should take the lead in the making of public policies that address infrastructure? What is the basis of your answer?

3) Do you support or oppose the privatization of infrastructure?

4) What have you learned by doing this assignment?

500 words or more

Part 2

What Can Get Through the Government?

Now that you have explored the issue of higher education affordability in some depth, as well as your own thoughts and preferences, what, realistically, do you think Texas government can do?

In this next-to-the-last installment of our Class Project, I’d like you to think about all the aspects of public policy you’ve considered in the area of higher education access and affordability. Specifically, you have identified your own position on the issues, you have explored new approaches in Texas, and you have laid out what you want the state government to do. Now it’s time to think about what can actually be accomplished in Texas policy. Is there a way for Democrats and Republicans to compromise on higher education access policy? Is there any common ground on which all Texans can stand on higher education affordability and access such that there would be general approval of a new state policy?

Your response should consider these questions. You must use your own words. Do not paraphrase or plagiarize. I am interested in your voice on this issue. Remember to be respectful of the wide range of perspectives represented in this class.

There are no right or wrong answers, but your posting must be civil and well written. You will post only once a week.  Your posting must be made up of at least 250 words written in academic English. It is worth up to 10 points and your grade will reflect the thoughtfulness of your posting.
